Fee Demo Extended Through 2001

The Recreational Fee Demonstration Program when created was scheduled to end in 1998. It was extended to 1999 in the 1997 Interior Appropriations Bill. Now a rider on the 1999 Interior Appropriations Bill has extended the program 2 more years until September, 2001. Riders are not debated on the floor of the house.

Amendment Fails to Cancel Fee Demo Extension

Representative Peter Defazaio (D-OR) introduced an amendment to a rider on the 1999 Interior Appropriations. The rider would extend the Recreational Fee Demonstration Program (Fee Demo) until 2001. Rep. DeFazio's amendment would have canceled this extension. The amendment, cosponsored by Rep.'s Wally Herger (R-CA) and Lois Capps (D-CA), lost by a vote of 341 to 81 on July 23. This was the first time that Fee Demo was debated (briefly) in Congress as the program was created by a rider to the Omnibus Appropriations Act of 1996; riders are not debated, though amendments to riders are.
