Recreational Fee Demonstration Program Established

The Omnibus Consolidated Rescissions and Appropriations Act of 1996 (Public Law 104-134) finally passed, after many changes, on April 26. Section 315 (in Title III - General Provisions) of this bill passed as a rider: tacked on to the bill with no Congressional debate or public comment. This section allows for the Department of Interior Park Service, Bureau of Land Management, Fish and Wildlife Service, and Department of Agriculture Forest Service to implement the Recreational Fee Demonstration Program. This demonstration program, allows for the collection of fees at up to 50 sites for each agency and is set to expire in September of 1998.
