The following page contains the bylaws for Free Our Forests' Fee Demo Legal Challenge Fund. The fund has been set up by Free Our Forests to challenge the Forest Service's Recreation Fee Demonstration Program (Fee Demo) in the courts, including, but not limited to, the Adventure Pass and the Northwest Forest Pass.

Created by members of Free Our Forests on Monday, March 11, 2002 in Ojai, California, the Fee Demo Legal Challenge Fund (FDLCF) Committee consists of Robert Bartsch, Heidi Mauer, Jeffrey Pine, Michael Purdy, and Elizabeth Rosengren. Ms. Rosengren serves as the FDLCF treasurer.

On behalf of Free Our Forests and the contributing public, and in support of Mary Ellen Barilotti - the lawyer working pro bono for the FDLCF legal actions - all money donated to the FDLCF will be directed expressly towards:

  1. The Terry Dahl Appeal
  2. A Direct Legal Action against the Adventure Pass project of the U.S. Forest Service Recreation Fee Demonstration Program. (A comprehensive description of this legal action will be posted in late Spring, 2002.)
  3. Costs including, but not limited to:

Mrs. Barilotti is donating her time and legal skills.
No portion of the FDLCF will be used to pay any attorney.

Upon resolution of these two designated legal actions, all additional funds collected will be directed toward the expenses of other designated legal actions against Fee Demo, per FDLCF Committee decisions. Donations in excess of those completed legal challenges will be used to support lobbying efforts to keep public lands access free.

The FDLCF Committee will meet on a monthly basis. FDLCF status, including account balance, debts, acquisitions, disbursements, legal progress, etc., will be posted monthly on this website.
